From victims to agents
of change
The Homeless People's Federation Philippines, Inc. (HPFPI) represents a paradigm shift in how we approach poverty, housing, and disaster resilience. We believe that the most vulnerable communities are not merely victims—they are essential agents of their own recovery and protection.
Together with PACSII, we form the Philippine Alliance—a national network of urban poor savers and community associations driving sustainable development from the ground up.


Community Savings
We mobilize internal resources through the Urban Poor Development Fund. This isn't just for emergencies—it is capital for land purchase and housing repairs.
People’s Mapping & Data
"Information is Power." We conduct our own enumerations and map our settlements. By identifying our own high-risk zones (flood/landslide areas), we generate the data needed to negotiate "on-site upgrading".
Participatory Governance
We shift from protest to partnership. Federation leaders sit on Local Housing Boards, co-designing city plans to ensure that the poor are included.
Peer-to-Peer Exchange
We use community-to-community exchanges where leaders from one city travel to another to teach savings, mapping, and negotiation.

A Movement Built on Community Savings and Action
The Philippines Homeless People’s Federation was formed to bring together low-income community organizations from cities across the Philippines who are working together to address shared challenges such as securing land tenure, housing, livelihood, infrastructure, health, welfare and access to affordable credit. The federation supports these groups and encourages formation of new ones.
